Cervantes Bill to Create the Zero-Emission Assurance Project Advances to Governor’s Desk

(SACRAMENTO) – This week, Assembly Bill 193 by Assemblymember Sabrina Cervantes (D-Corona) was approved by the Assembly on a bipartisan vote of 58 to 20, and sent to Governor Jerry Brown for his consideration. AB 193 would create the Zero-Emission Assurance Project, which will provide a rebate for the purchase of a replacement battery or fuel cell for a zero-emission vehicle (ZEV) for qualified consumers.

“Assembly Bill 193 will make zero emission vehicles more affordable and accessible to the working families of California,” Assemblymember Cervantes said. “This represents a critical step toward achieving our state’s climate goals and clean air standards.”

Questions about battery life are among the highest ranking concerns that consumers have about the prospect of buying a ZEV, according to an April 2018 study by the University of California, Davis. This concern is well-founded, as the cost of a replacement ZEV battery can range from $5,500 to more than $15,000.

California has a goal of putting 5 million ZEVs on the roads by 2030. In order to reach that goal, however, further efforts must be made to make these vehicles more accessible to low-income Californians across our state.
