Governor Signs Cervantes Bill to Create the Zero-Emission Assurance Project

(SAN FRANSISCO) – This week, Governor Jerry Brown signed Assembly Bill 193 by Assemblymember Sabrina Cervantes (D-Corona) into law. AB 193 would create the Zero-Emission Assurance Project (ZAP), which will provide a rebate for the purchase of a replacement battery or fuel cell for a zero-emission vehicle (ZEV) for qualified consumers.

“I am elated that the Governor has signed my Assembly Bill 193. This represents a critical step toward achieving our state’s climate goals and clean air standards,” Assemblymember Cervantes said. “Our environmental and economic trajectory depends on the future of clean transportation. AB 193 will make zero emission vehicles more accessible to the working families of California, and provide a level of consumer protection for early ZEV investors. It is imperative we continue to find solutions for increased transportation infrastructure investments that deliver the environmental and economic benefits that all Californians deserve.”

Questions about battery life are among the highest ranking concerns that consumers have about the prospect of buying a ZEV, according to an April 2018 study by the University of California, Davis. This concern is well-founded, as the cost of a replacement ZEV battery can range from $5,500 to more than $15,000.

California has a goal of putting 5 million ZEVs on the roads by 2030. In order to reach that goal, however, further efforts must be made to make these vehicles more accessible to low-income Californians across our state.
